Article 99

The departmental budget, as referred to in Article 2.1, sixth paragraph, of the Government Accounts Act 2016 (Comptabiliteitswet 2016), shall be drawn up by Our Minister in accordance with the budget proposal of the Council, unless the situation referred to in the third paragraph occurs.
If Our Minister, with a view to the lawful and efficient management of State funds, cannot agree with the budget proposal of the Council or a part thereof, he shall communicate this to the Council and consult with the Council on this matter.
If the consultation referred to in the second paragraph does not lead to an agreement and Our Minister maintains objections, the budget proposal of the Council or the relevant part thereof shall be included in an amended form in the departmental budget, as referred to in Article 2.1, sixth paragraph, of the Government Accounts Act 2016 (Comptabiliteitswet 2016).
In the explanatory memorandum to the legislative proposal, Our Minister shall indicate which conditions he intends to attach to the budget to be granted pursuant to Article 100. Paragraphs 1 up to and including 3 shall apply mutatis mutandis.
De departementale begroting, bedoeld in artikel 2.1, zesde lid, van de Comptabiliteitswet 2016 wordt door Onze Minister opgesteld in overeenstemming met het begrotingsvoorstel van de Raad, tenzij zich het geval voordoet, bedoeld in het derde lid.
Indien Onze Minister zich met het oog op een rechtmatig en doelmatig beheer van 's Rijks gelden niet kan verenigen met het begrotingsvoorstel van de Raad of een onderdeel daarvan, deelt hij dit mede aan de Raad en voert hij hierover met de Raad overleg.
Indien het in het tweede lid bedoelde overleg niet tot overeenstemming leidt en Onze Minister overwegende bezwaren houdt, wordt het begrotingsvoorstel van de Raad of het desbetreffende onderdeel daarvan in gewijzigde vorm opgenomen in de departementale begroting, bedoeld in artikel 2.1, zesde lid, van de Comptabiliteitswet 2016.
In de toelichting op het voorstel van wet geeft Onze Minister aan welke voorschriften hij voornemens is aan het krachtens artikel 100 toe te kennen budget te verbinden. Het eerste tot en met het derde lid zijn van overeenkomstige toepassing.
