A local public media institution may enter into a cooperation agreement with the regional public media institution within whose service area it operates.
The agreement shall be submitted to the Commissariaat.
In a cooperation agreement for the provision of programme offerings, it may be provided, by way of derogation from Article 2.70, that the programme offering of the local public media service:
for at least fifty percent of the duration consists of programming that relates in particular to the municipality for which the programme offering is intended, or to the province within which that municipality is situated; and
for at least the percentage referred to in Article 2.70, point (b), consist of an offer that:
produced by the local public media institution itself;
is produced by the regional public media institution with which it has concluded the cooperation agreement; or
exclusively upon the instruction of one of them or of both of them, has been produced.
By Order in Council it may be provided:
that a part of the offer, as referred to in the third paragraph, point (a), specifically relates to the municipality for which the programme offer is intended; and
that a portion of the offering, as referred to in the third paragraph, point (b), has been produced by the local public media institution itself or exclusively on its instruction.
Een lokale publieke media-instelling kan met de regionale publieke media-instelling in wier verzorgingsgebied zij werkzaam is een samenwerkingsovereenkomst sluiten.
De overeenkomst wordt overgelegd aan het Commissariaat.
Bij een samenwerkingsovereenkomst voor de verzorging van programma-aanbod kan in afwijking van artikel 2.70 het programma-aanbod van de lokale publieke mediadienst:
voor ten minste vijftig procent van de duur bestaan uit aanbod dat in het bijzonder betrekking heeft op de gemeente waarvoor het programma-aanbod bestemd is, of op de provincie waarbinnen die gemeente ligt; en
voor ten minste het percentage, bedoeld in artikel 2.70, onderdeel b, bestaan uit aanbod dat:
geproduceerd is door de lokale publieke media-instelling zelf;
geproduceerd is door de regionale publieke media-instelling waarmee zij de samenwerkingsovereenkomst heeft gesloten; of
uitsluitend in opdracht van een van hen of van hen beiden, is geproduceerd.
Bij algemene maatregel van bestuur kan worden bepaald:
dat een gedeelte van het aanbod, bedoeld in het derde lid, onderdeel a, in het bijzonder betrekking heeft op de gemeente waarvoor het programma-aanbod is bestemd; en
dat een gedeelte van het aanbod, bedoeld in het derde lid, onderdeel b, door de lokale publieke media-instelling zelf of uitsluitend in haar opdracht is geproduceerd.
