The general responsibility for the implementation of an education and training programme lies with the director of the institution in which the participant in the education and training programme is enrolled.
The youth probation service or the probation service responsible for the actual implementation of the programme is charged with the supervision of the juvenile and monitors the daily progress of the education and training programme. It assesses in the first instance whether the activities are being performed properly and the conditions are being duly complied with, and may issue instructions to the participant in that context. It may make changes to the manner or the time at which the activities within the education and training programme are carried out. It shall notify the director of these changes in writing without delay. It shall report periodically to the director on the juvenile's participation in the education and training programme.
De algemene verantwoordelijkheid voor de tenuitvoerlegging van een scholings- en trainingsprogramma ligt bij de directeur van de inrichting waarin de deelnemer aan het scholings- en trainingsprogramma is ingeschreven.
De jeugdreclassering dan wel de reclassering die verantwoordelijk is voor de feitelijke uitvoering van het programma, is belast met de begeleiding van de jeugdige en houdt toezicht op het dagelijkse verloop van het scholings- en trainingsprogramma. Zij beoordeelt in eerste instantie of de activiteiten naar behoren worden verricht en de voorwaarden naar behoren worden nageleefd en kan in dat kader opdrachten geven aan de deelnemer. Zij kan in de wijze of het tijdstip waarop de activiteiten binnen het scholings- en trainingsprogramma worden uitgevoerd, wijzigingen aanbrengen. Van deze wijzigingen stelt zij de directeur onverwijld schriftelijk op de hoogte. Periodiek rapporteert zij aan de directeur over de deelname van de jeugdige aan het scholings- en trainingsprogramma.
