in forceDUE DILIGENCE OBLIGATIONS FOR A TRANSPARENT AND SAFE ONLINE ENVIRONMENT
1. The Commission shall encourage and facilitate the drawing up of codes of conduct at Union level with the involvement of providers of online platforms and other relevant service providers, organisations representing recipients of the service and civil society organisations or relevant authorities to promote full and effective, equal participation, by improving access to online services that, through their initial design or subsequent adaptation, address the particular needs of persons with disabilities.
2. The Commission shall aim to ensure that the codes of conduct pursue the objective of ensuring that those services are accessible in compliance with Union and national law, in order to maximise their foreseeable use by persons with disabilities. The Commission shall aim to ensure that the codes of conduct address at least the following objectives:
(a) designing and adapting services to make them accessible to persons with disabilities by making them perceivable, operable, understandable and robust;
(b) explaining how the services meet the applicable accessibility requirements and making this information available to the public in an accessible manner for persons with disabilities;
(c) making information, forms and measures provided pursuant to this Regulation available in such a manner that they are easy to find, easy to understand, and accessible to persons with disabilities.
3. The Commission shall encourage the development of the codes of conduct by 18 February 2025 and their application by 18 August 2025.

De Commissie stimuleert en vergemakkelijkt de opstelling van gedragscodes op Unieniveau met de betrokkenheid van aanbieders van onlineplatforms en andere relevante dienstaanbieders, organisaties die afnemers van de dienst vertegenwoordigen en organisaties van het maatschappelijk middenveld of bevoegde autoriteiten om volledige en effectieve participatie op voet van gelijkheid te bevorderen, door te zorgen voor betere toegang tot onlinediensten die door hun oorspronkelijke vormgeving of latere aanpassing tegemoetkomen aan de specifieke behoeften van personen met een handicap.
2. De Commissie streeft ernaar te verzekeren dat de gedragscodes tot doel hebben de toegankelijkheid van die diensten te waarborgen, in overeenstemming met het Unierecht en het nationale recht, om het voorspelbare gebruik ervan door personen met een handicap zoveel mogelijk te bevorderen. De Commissie streeft ernaar te verzekeren dat in de gedragscodes ten minste de volgende doelstellingen aan de orde komen:
a) diensten zodanig ontwerpen en aanpassen dat ze toegankelijk zijn voor personen met een handicap door ze waarneembaar, bedienbaar, begrijpelijk en robuust te maken;
b) uitleggen hoe de diensten aan de toepasselijke toegankelijkheidsvoorschriften voldoen en deze informatie ter beschikking stellen van het publiek in een vorm die toegankelijk is voor personen met een handicap;
c) informatie, formulieren en maatregelen krachtens deze verordening zodanig beschikbaar stellen dat zij gemakkelijk te vinden, te begrijpen en toegankelijk zijn voor personen met een handicap.
3. De Commissie stimuleert de opstelling van de gedragscode uiterlijk op 18 februari 2025 en de toepassing daarvan uiterlijk op 18 augustus 2025.
