1. Three years after the date laid down in Article 20(1), each Member State shall submit to the Commission a report on the implementation of this Directive.
On the basis of those reports, the Commission shall draw up a report on the application of this Directive, including an assessment of the effectiveness of the measures taken, as well as an evaluation of its impact on innovation and the development of the information society. That report shall then be transmitted to the European Parliament, the Council and the European Economic and Social Committee. It shall be accompanied, if necessary and in the light of developments in the Community legal order, by proposals for amendments to this Directive.
2. Member States shall provide the Commission with all the aid and assistance it may need when drawing up the report referred to in the second subparagraph of paragraph 1.
1. Drie jaar na de in artikel 20, lid 1, genoemde datum dient elke lidstaat bij de Commissie een verslag in omtrent de stand van uitvoering van deze richtlijn.
Op basis van deze verslagen stelt de Commissie een verslag op over de toepassing van deze richtlijn, met inbegrip van een beoordeling van de effectiviteit van de maatregelen die door de verschillende bevoegde organen en instanties zijn genomen, evenals een evaluatie van hun effect op de innovatie en ontwikkeling van de informatiemaatschappij. Dit verslag wordt ingediend bij het Europees Parlement, de Raad en het Europees Economisch en Sociaal Comité. Het gaat zo nodig, in het licht van de ontwikkeling van de communautaire rechtsorde, vergezeld van voorstellen tot wijziging van deze richtlijn.
2. De lidstaten bieden de Commissie de hulp en bijstand die zij mogelijk nodig heeft om het in lid 1, tweede alinea, bedoelde verslag op te stellen.
