Our Minister shall annually make contributions available from the budget of his ministry to the Police Academy for the funding of:
the director of the Police Academy and his deputy;
the members of the advisory board of the Police Academy;
the members of the examination board and of the appeals committee for examinations, insofar as they are not police officers;
entering into partnerships with educational institutions;
the applied scientific research to be outsourced.
The Police Academy shall use the funds referred to in the first paragraph exclusively for the purpose of meeting the costs referred to in the first paragraph.
The Police Academy is prohibited from:
to employ personnel, without prejudice to the director of the Police Academy, his deputy and the members of the advisory board of the Police Academy;
to enter into rental, purchase and lease agreements;
to enter into loans and to enter into agreements whereby she binds herself to provide security, including the provision of security for the debts of third parties, or whereby she binds herself as a surety or joint and several co-debtor, or whereby she acts as a guarantor for a third party.
Rules regarding the financial management of the Police Academy shall be established by or pursuant to an Order in Council, upon the recommendation of Our Minister in agreement with Our Minister of Finance.
Onze Minister stelt jaarlijks ten laste van de begroting van zijn ministerie bijdragen ter beschikking aan de Politieacademie voor de bekostiging van:
de directeur van de Politieacademie en zijn plaatsvervanger;
de leden van de raad van advies van de Politieacademie;
de leden van de examencommissie en van de commissie van beroep voor de examens, voor zover het geen ambtenaren van politie zijn;
het aangaan van samenwerkingsverbanden met onderwijsinstellingen;
de uit te besteden toegepast wetenschappelijke onderzoeken.
De Politieacademie gebruikt de geldmiddelen, bedoeld in het eerste lid, uitsluitend ter vervulling van de in het eerste lid bedoelde kosten.
Het is de Politieacademie verboden:
personeel in dienst te nemen, onverminderd de directeur van de Politieacademie, zijn plaatsvervanger en de leden van de raad van advies van de Politieacademie;
huur-, koop- en leaseovereenkomsten aan te gaan;
leningen aan te gaan en overeenkomsten aan te gaan waarbij zij zich verbindt tot zekerheidstelling met inbegrip van zekerheidstelling voor schulden van derden of waarbij zij zich als borg of hoofdelijk medeschuldenaar verbindt of zich voor een derde sterk maakt.
Bij of krachtens algemene maatregel van bestuur op voordracht van Onze Minister in overeenstemming met Onze Minister van Financiën worden regels worden gesteld over het financieel beheer van de Politieacademie.
