On every television channel of the national and regional public media service, the programme offering shall consist of original Dutch or Frisian language productions for at least fifty percent of its duration.
For the application of the first paragraph, the following shall be disregarded:
a programme service consisting of advertising and teleshopping spots, including surrounding content; and
programming of a religious or spiritual nature and programming of political parties and the government.
In special cases, the Commissariaat may grant a full or partial exemption from the first paragraph. The Commissariaat may attach conditions to an exemption.
Op elk televisieprogrammakanaal van de landelijke en regionale publieke mediadienst bestaat het programma-aanbod voor ten minste vijftig procent van de duur uit oorspronkelijk Nederlands- of Friestalige producties.
Voor de toepassing van het eerste lid blijft buiten beschouwing:
programma-aanbod dat bestaat uit reclame- en telewinkelboodschappen, inclusief omlijsting; en
programma-aanbod dat van kerkelijke of geestelijke aard is en programma-aanbod van politieke partijen en de overheid.
Het Commissariaat kan in bijzondere gevallen geheel of gedeeltelijk ontheffing verlenen van het eerste lid. Het Commissariaat kan aan een ontheffing voorschriften verbinden.
