Article 14

The public prosecutor may refuse the recognition and enforcement of a decision imposing a financial penalty if:
the fact for which the financial penalty has been imposed:
is deemed to have been committed in whole or in part within the territory of the Netherlands or outside the Netherlands on board a Dutch vessel or aircraft; or
has been committed outside the territory of the issuing Member State, while under Netherlands law no prosecution could be instituted if the act had been committed outside the Netherlands;
the amount of the financial penalty is 70 euros or less.
De officier van justitie kan de erkenning en tenuitvoerlegging van een beslissing, houdende een geldelijke sanctie, weigeren indien:
het feit waarvoor de geldelijke sanctie is opgelegd:
geacht wordt geheel of gedeeltelijk op Nederlands grondgebied of buiten Nederland aan boord van een Nederlands vaartuig of luchtvaartuig te zijn gepleegd; of
buiten het grondgebied van de uitvaardigende lidstaat is gepleegd, terwijl naar Nederlands recht geen vervolging zou kunnen worden ingesteld indien het feit buiten Nederland zou zijn gepleegd;
de hoogte van de geldelijke sanctie 70 euro of minder bedraagt.
