Article 1

Our Minister: Our Minister of Security and Justice;

trailer, motor vehicle, registration plate and driving licence: as defined in Article 1, paragraph 1, of the Road Traffic Act 1994;

driver: all road users except pedestrians;

vehicle registration register: the register referred to in Article 42 of the Road Traffic Act 1994;

conduct: conduct as referred to in Article 2, paragraph 1;

administrative sanction: the sum of money to be paid to the State, as referred to in Article 2;

address: designation of the street name, house number, city name and postal code of the residence of the person concerned.

driver: the person who is deemed to have a motor vehicle driven under their immediate supervision;

registration mark: the registration mark under which a motor vehicle is registered abroad, the registration number stated on the registration certificate issued for a motor vehicle used for the purposes of the armed forces, as well as any other registration number under which a motor vehicle may be registered in the Netherlands;

registration register: a foreign register concerning motor vehicles registered therein, the registration concerning motor vehicles used for the benefit of the armed forces, maintained by Our Minister of Defence, as well as any other registration concerning motor vehicles, the holder of which is entitled to operate them in the Netherlands;

driving licence: a driving licence issued by the competent authority abroad, as well as a driving licence issued by the military authority.
