This Regulation shall apply from 11 January 2009, except for Article 29, which shall apply from 11 July 2008.
This Regulation shall be binding in its entirety and directly applicable in the Member States in accordance with the Treaty establishing the European Community.

The Commission, following the invitation by the European Parliament and the Council in the frame of Article 30 of the ‘Rome II’ Regulation, will submit, not later than December 2008, a study on the situation in the field of the law applicable to non-contractual obligations arising out of violations of privacy and rights relating to personality. The Commission will take into consideration all aspects of the situation and take appropriate measures if necessary.
Deze verordening is van toepassing met ingang van 11 januari 2009, met uitzondering van artikel 29, dat van toepassing is met ingang van 11 juli 2008.
Deze verordening is verbindend in al haar onderdelen en is rechtstreeks toepasselijk in de lidstaten overeenkomstig het Verdrag tot oprichting van de Europese Gemeenschap.

Naar aanleiding van het verzoek van het Europees Parlement en de Raad in het kader van artikel 30 van de verordening-„Rome II”, zal de Commissie uiterlijk in december 2008 een studie voorleggen over de situatie op het gebied van het recht dat van toepassing is op niet contractuele verbintenissen die voortvloeien uit inbreuken op de persoonlijke levenssfeer of op de persoonlijkheidsrechten. De Commissie zal rekening houden met alle aspecten van de situatie en zal zo nodig passende maatregelen treffen.
