1).

Each State Party to this Convention undertakes to adopt, in accordance with its constitution, the measures necessary to ensure the application of this Convention.

2).

It is understood that at the moment a country deposits its instrument of ratification or accession, it is in a position, in accordance with its domestic legislation, to give effect to the provisions of this Convention.

Ieder land, partij bij dit Verdrag, verbindt zich overeenkomstig zijn grondwet de nodige maatregelen te treffen om de toepassing van dit Verdrag te verzekeren.

2).

Het is wel verstaan, dat op het ogenblik waarop een land zijn akte van bekrachtiging of toetreding nederlegt, het overeenkomstig zijn binnenlandse wetgeving in staat is aan de bepalingen van dit Verdrag uitvoering te geven.
