SPECIAL REQUIREMENTS IN CONNECTION WITH MEASURES AT THE BORDER 1) Where a Member has abolished all checks on the transport of goods across its border with another Member with which it forms a customs union, that Member shall not be required to apply the provisions of this Title at that border.

Members may exclude from the application of the above provisions small quantities of goods of a non-commercial nature contained in travellers' personal luggage or sent in small consignments.
