The institution shall organise the stay in such a manner, shall provide the institution with personnel and material resources, both qualitatively and quantitatively, in such a manner, and shall ensure such a distribution of responsibilities, that all of this leads or should reasonably lead to a responsible stay.
De inrichting organiseert het verblijf op zodanige wijze, voorziet de instelling zowel kwalitatief als kwantitatief zodanig van personeel en materieel en draagt zorg voor een zodanige verantwoordelijkheidsverdeling, dat een en ander leidt of redelijkerwijs moet leiden tot een verantwoord verblijf.
