The mayor and aldermen shall, within three months of receipt of the notification referred to in Article 3, consult with the owner of the building regarding the use of that building or that part of the building, respectively.
The mayor and aldermen may, following the consultation referred to in the first paragraph, or without such consultation if the owner does not cooperate with said consultation, determine in a vacancy order whether the building or the part thereof, respectively, is suitable for use.
Burgemeester en wethouders voeren binnen drie maanden na ontvangst van de melding, bedoeld in artikel 3, overleg met de eigenaar van het gebouw omtrent het gebruik van dat gebouw respectievelijk dat gedeelte van het gebouw.
Burgemeester en wethouders kunnen na het overleg, bedoeld in het eerste lid, of zonder overleg indien de eigenaar aan dat overleg geen medewerking verleent, in een leegstandsbeschikking vaststellen of het gebouw respectievelijk het gedeelte daarvan geschikt is voor gebruik.
