The proposal for a regulation, accompanied by an explanatory memorandum, shall be brought to the attention of the members of each district (ring) at least two months prior to the day on which the members' council deliberates thereon. The board of the district (ring) shall, after consultation with the members, bring its advice regarding the proposal to the attention of the members' council at least three weeks prior to the day on which it is deliberated upon.
Het voorstel van een verordening, wordt met een toelichting ten minste twee maanden vóór de dag waarop de ledenraad daarover beraadslaagt ter kennis gebracht van de leden van elke ring. Het bestuur van de ring brengt, na raadpleging van de leden, zijn advies omtrent het voorstel ten minste drie weken vóór de dag waarop daarover wordt beraadslaagd ter kennis van de ledenraad.
