The obligation to disclose as included in Article 3.3, paragraphs one and two, does not apply to documents that were established or received before this obligation became applicable to the administrative authority with which the documents are held.
De in artikel 3.3, eerste en tweede lid, opgenomen verplichting tot openbaarmaking geldt niet voor documenten die zijn vastgesteld of ontvangen voordat deze verplichting op het bestuursorgaan waarbij de documenten berusten, van toepassing is geworden.
