Unless a dispensation, exemption or permit as referred to in Article 21, paragraph 3, has been granted for this purpose, or in the event that no approval is required pursuant to Article 21, paragraph 5, it is prohibited:
to use or to leave standing on the road a vehicle that has not been approved;
to use a non-approved system, component, separate technical unit, vehicle part, item of equipment or provision in a vehicle;
to use a system, component, separate technical unit, vehicle part, equipment or facility in a vehicle for which the relevant system, component, separate technical unit, vehicle part, equipment or facility has not been approved;
to use a non-approved provision designed and constructed for the protection of vehicle occupants and vulnerable road users.
Tenzij hiervoor een ontheffing, vrijstelling of vergunning als bedoeld in artikel 21, derde lid, is verleend of in het geval geen goedkeuring is vereist op grond van artikel 21, vijfde lid, is het verboden:
een niet goedgekeurd voertuig te gebruiken of op de weg te laten staan;
een niet goedgekeurd systeem, onderdeel, technische eenheid, voertuigdeel, uitrustingsstuk en voorziening te gebruiken in een voertuig;
een systeem, onderdeel, technische eenheid, voertuigdeel, uitrustingsstuk en voorziening te gebruiken in een voertuig waarvoor het betreffende systeem, onderdeel, technische eenheid, voertuigdeel, uitrustingsstuk of de voorziening niet is goedgekeurd;
een niet goedgekeurde voorziening die ter bescherming van inzittenden van voertuigen en kwetsbare weggebruikers is ontworpen en gebouwd te gebruiken.
