If recovery has not taken place, or has not taken place in full, in accordance with Articles 26 and 27, Our Minister may disable the vehicle with which the conduct took place or, if this vehicle is not found, a similar vehicle over which the person upon whom the administrative sanction has been imposed has the power of disposal. Our Minister may exercise his authority until no later than five years after the imposed administrative sanction has become irrevocable. If payment in instalments has been permitted by Our Minister, the period within which the authority may be exercised shall be extended by one year. The disabling shall last for a maximum of four weeks.
Indien niet of niet volledig verhaal overeenkomstig de artikelen 26 en 27 heeft plaatsgevonden, kan Onze Minister het voertuig waarmee de gedraging heeft plaatsgevonden buiten gebruik stellen of, indien dit voertuig niet wordt aangetroffen, een soortgelijk voertuig waarover degene aan wie de administratieve sanctie is opgelegd, vermag te beschikken. Onze Minister kan tot uiterlijk vijf jaar nadat de opgelegde administratieve sanctie onherroepelijk is geworden van zijn bevoegdheid gebruik maken. Indien betaling in termijnen door Onze Minister is toegestaan, wordt de termijn waarin van de bevoegdheid gebruik kan worden gemaakt, verlengd met één jaar. De buitengebruikstelling duurt ten hoogste vier weken.
