On the document, referred to in Article 9, of the foreign national to whom an EU long-term resident's residence permit has been granted, the notation "International protection granted by the Netherlands on [date]" shall be placed, if the foreign national, immediately prior to the application, was in possession of a residence permit for asylum as referred to in Article 28 which was granted on the basis of Articles 29 or 29a, unless the ground for such granting has lapsed.
If the EU long-term resident's residence permit is granted to a third-country national who already possesses a residence document issued by another Member State which contains the remark "International protection granted by [Member State] on [date]", the same remark shall be placed on the document referred to in Article 9, unless the international protection has been withdrawn by a final decision of that other Member State.
If it appears from a petition by the authorities of another Member State of the European Union to Our Minister that the international protection of the holder of a document as referred to in Article 9, bearing the annotation as referred to in the first paragraph, has been taken over by this Member State before this Member State has issued an EU long-term resident's residence permit, the annotation on the document referred to in Article 9 shall be amended accordingly.
Further rules may be set by or pursuant to an Order in Council (algemene maatregel van bestuur) regarding the provisions of the first, second, and third paragraphs.
Op het document, bedoeld in artikel 9, van de vreemdeling aan wie een EU-verblijfsvergunning voor langdurig ingezetenen is verleend, wordt de aantekening «Internationale bescherming op [datum] verleend door Nederland» geplaatst, indien de vreemdeling direct voorafgaande aan de aanvraag in het bezit was van een verblijfsvergunning asiel als bedoeld in artikel 28 die is verleend op grond van de artikelen 29 of 29a, tenzij de grond voor die verlening is vervallen.
Indien de EU-verblijfsvergunning voor langdurig ingezetenen wordt verleend aan een onderdaan van een derde land die reeds een verblijfsdocument bezit dat door een andere lidstaat is afgegeven en dat de aantekening «Internationale bescherming op [datum] verleend door [lidstaat]» bevat, wordt op het document, bedoeld in artikel 9, dezelfde aantekening geplaatst, tenzij de internationale bescherming bij een definitief besluit van die andere lidstaat is ingetrokken.
Indien uit een verzoek van de autoriteiten van een andere lidstaat van de Europese Unie aan Onze Minister blijkt dat de internationale bescherming van de houder van een document als bedoeld in artikel 9, met daarop de aantekening als bedoeld in het eerste lid, door deze lidstaat is overgenomen alvorens deze lidstaat een EU-verblijfsvergunning voor langdurig ingezetenen heeft afgegeven, wordt de aantekening op het document, bedoeld in artikel 9, dienovereenkomstig gewijzigd.
Bij of krachtens algemene maatregel van bestuur kunnen nadere regels worden gesteld over het bepaalde in het eerste, tweede en derde lid.

By decision of 19 September 2023, the Minister of Social Affairs and Employment determined that [appellant] must commence the repayment of a loan for attending a civic integration course as of 1 March 2024. [appellant] holds a regular fixed-term residence permit. He resides with his son, who also holds a regular fixed-term residence permit. By letter of 12 December 2016, the Minister informed [appellant] that he is subject to a civic integration obligation. His civic integration period commenced on 21 October 2016 and he had, including an extension in connection with COVID-19 measures, until 20 September 2024 inclusive to comply with his civic integration obligation. By decision of 24 August 2023, the Minister granted [appellant] an exemption from the civic integration obligation on the grounds that he has made sufficient efforts to integrate. The Minister subsequently determined that his debt amounts to € 8,940.68 and that he must pay € 81.33 per month. In the decision of 8 May 2024, the Minister took the position that it follows from the Civic Integration Act, as it read until 1 January 2022 (Wi), that [appellant] must repay the loan and that he does not meet the requirements to be eligible for a waiver of the loan.
