in forceNationals of countries not forming part of the Union who have their domicile in the territory of one of the countries of the Union, or who possess real and effective industrial or commercial establishments therein, shall be treated in the same manner as nationals of the countries of the Union.
Met de onderdanen van de landen der Unie worden gelijkgesteld de onderdanen van de landen, welke niet deel uitmaken der Unie, die op het grondgebied van een der landen van de Unie woonplaats hebben of aldaar daadwerkelijke en wezenlijke inrichtingen van nijverheid of handel bezitten.
