Our Minister shall, in accordance with the frequency plan, allocate frequency space for public tasks from the designated frequency bands referred to in Article 3.1, paragraph 2, under b, only to Our Minister whom it concerns, insofar as Our Minister is of the opinion that the frequency space to which the needs-justification plan referred to in Article 3.2 relates is necessary for the public task concerned. Our Minister may attach regulations and restrictions to the allocation.
Onze Minister wijst in overeenstemming met het frequentieplan uit de aangewezen frequentiebanden, bedoeld in artikel 3.1, tweede lid, onder b, frequentieruimte voor publieke taken slechts toe aan Onze Minister wie het mede aangaat voor zover Onze Minister van oordeel is dat de frequentieruimte, waarop het behoefte-onderbouwingsplan, bedoeld in artikel 3.2, betrekking heeft, noodzakelijk is voor de betrokken publieke taak. Onze Minister kan aan de toewijzing voorschriften en beperkingen verbinden.
