The Inspectorate of Justice and Security, as referred to in Article 57 of the Security Regions Act, is charged with the following for the purpose of proper performance of duties by the police and the Police Academy:
the, without prejudice to the authority of the mayor and the public prosecutor, supervision of the performance of duties;
the supervision of quality assurance by the police;
supervising the quality of police education and examination;
conducting an investigation, where there is reason to do so in special cases, into major incidents involving the police, unless the Dutch Safety Board (Onderzoeksraad voor veiligheid), as referred to in Article 2 of the Kingdom Act on the Dutch Safety Board, is conducting an investigation into the incident in question.
Without prejudice to the administration by Our Minister of Defence and without prejudice to Article 48, paragraph 2, of the Aliens Act 2000, the Inspectorate of Justice and Security is, with a view to the independent monitoring mechanism referred to in Article 2hh, paragraph 1, of the Aliens Act 2000, charged with supervising the Royal Netherlands Marechaussee with a view to the performance of the tasks referred to in Article 4, paragraph 1, point f, insofar as these tasks relate to the screening referred to in Article 2ff, paragraph 2, of the Aliens Act 2000.
The inspectorate carries out its duties under the authority of Our Minister.
The Chief of Police, the Director of the Police Academy, and the Commander of the Royal Netherlands Marechaussee shall provide the inspection with the support requested by it for the performance of the activities within the framework of the first paragraph, and the activities within the framework of the second paragraph, respectively.
De Inspectie Justitie en Veiligheid, bedoeld in artikel 57 van de Wet veiligheidsregio’s, is met het oog op een goede taakuitvoering door de politie en de Politieacademie belast met:
het, onverminderd het gezag van de burgemeester en de officier van justitie, houden van toezicht op de taakuitvoering;
het houden van toezicht op de kwaliteitszorg door de politie;
het houden van toezicht op de kwaliteit van het politieonderwijs en de examinering;
het verrichten van onderzoek, indien daar in bijzondere gevallen reden toe is, naar ingrijpende gebeurtenissen waarbij de politie betrokken is, tenzij de Onderzoeksraad voor veiligheid, bedoeld in artikel 2 van de Rijkswet Onderzoeksraad voor veiligheid, naar het desbetreffende voorval een onderzoek instelt.
Onverminderd het beheer van Onze Minister van Defensie en onverminderd artikel 48, tweede lid, van de Vreemdelingenwet 2000, is de Inspectie Justitie en Veiligheid met het oog op het onafhankelijk toezichtmechanisme bedoeld in artikel 2hh, eerste lid, van de Vreemdelingenwet 2000, belast met het houden van toezicht op de Koninklijke marechaussee met het oog op de uitvoering van de taken bedoeld in artikel 4, eerste lid, onderdeel f, voor zover deze taken betrekking hebben op de in artikel 2ff, tweede lid, van de Vreemdelingenwet 2000 bedoelde screening.
De inspectie voert haar werkzaamheden uit onder gezag van Onze Minister.
De korpschef, de directeur van de Politieacademie en de Commandant van de Koninklijke marechaussee verlenen de inspectie de door deze verlangde ondersteuning bij de uitvoering van de werkzaamheden in het kader van het eerste, onderscheidenlijk de werkzaamheden in het kader van het tweede lid.
