For a mining location activity, the rules referred to in Article 5.18 shall be established with a view to:
a.
safeguarding safety,
b.
a balanced allocation of functions to locations.
2.
Article 4:24, paragraphs 2 and 3, opening words and point (b), shall apply mutatis mutandis to the establishment of these rules.

Voor een mijnbouwlocatieactiviteit worden de regels, bedoeld in artikel 5.18, gesteld met het oog op:
a.
het waarborgen van de veiligheid,
b.
een evenwichtige toedeling van functies aan locaties.
2.
Op het stellen van deze regels is artikel 4.24, tweede lid, en derde lid, aanhef en onder b, van overeenkomstige toepassing.
