The Board of Directors is authorised to submit proposals to the Committee of Ministers regarding amendments to this treaty that are necessary to ensure the conformity of this treaty with an international treaty or with regulations of the European Union, and regarding other amendments to this treaty that it deems desirable.
He shall establish the implementing regulations.
He shall establish the internal regulations and the financial regulations of the Bureau.
He shall designate additional tasks, as referred to in Article 1.3 under (c), in other areas of intellectual property law.
He decides on the establishment of branch offices of the Bureau.
He shall appoint the Director-General and, after having heard the Director-General, the Deputy Directors-General, and shall exercise disciplinary powers with respect to them.
He shall annually determine the budget of income and expenditure, as well as any necessary amendments or supplements thereto, and shall regulate in the financial regulations the manner in which supervision of the budgets and the execution thereof shall be exercised. He shall adopt the annual accounts drawn up by the Director-General.
De Raad van Bestuur is bevoegd voorstellen te doen aan het Comité van Ministers inzake wijzigingen van dit verdrag die noodzakelijk zijn om de conformiteit van dit verdrag met een internationaal verdrag of met regelgeving van de Europese Unie te verzekeren en inzake andere wijzigingen van dit verdrag die hij wenselijk acht.
Hij stelt het uitvoeringsreglement vast.
Hij stelt het huishoudelijke en het financiële reglement van het Bureau vast.
Hij wijst aanvullende taken, als bedoeld in artikel 1.3 onder c, op andere gebieden van het recht inzake de intellectuele eigendom aan.
Hij besluit over het vestigen van bijkantoren van het Bureau.
Hij benoemt de Directeur-Generaal en, de Directeur-Generaal gehoord, de Adjunct-Directeuren-Generaal en oefent te hunnen aanzien de disciplinaire bevoegdheden uit.
Hij stelt jaarlijks de begroting van inkomsten en van uitgaven vast, alsmede zonodig de wijzigingen of aanvullingen daarvan, en regelt in het financiële reglement de wijze waarop het toezicht op de begrotingen en op de uitvoering daarvan zal worden uitgeoefend. Hij stelt de door de Directeur-Generaal opgestelde jaarrekening vast.
