Article 3:11

The administrative authority makes the draft of the decision to be taken, with the documents relating thereto that are reasonably necessary for an assessment of the draft, available for inspection.
Article 10 of the Government Information (Public Access) Act (Wet openbaarheid van bestuur) applies mutatis mutandis. If, on the basis thereof, certain documents are not made available for inspection, notice thereof shall be given.
Upon payment of a fee not exceeding the costs, the administrative authority shall provide a copy of the documents made available for inspection.
The documents are available for inspection during the period referred to in Article 3:16, paragraph 1.
Het bestuursorgaan legt het ontwerp van het te nemen besluit, met de daarop betrekking hebbende stukken die redelijkerwijs nodig zijn voor een beoordeling van het ontwerp, ter inzage.
Artikel 10 van de Wet openbaarheid van bestuur is van overeenkomstige toepassing. Indien op grond daarvan bepaalde stukken niet ter inzage worden gelegd, wordt daarvan mededeling gedaan.
Tegen vergoeding van ten hoogste de kosten verstrekt het bestuursorgaan afschrift van de ter inzage gelegde stukken.
De stukken liggen ter inzage gedurende de in artikel 3:16, eerste lid, bedoelde termijn.
