Article 2:13

1.
In the communication between citizens and administrative authorities, a message may be sent electronically, provided that the provisions of this section are observed.
2.
Paragraph 1 shall not apply if:
a.
this is provided by or pursuant to a statutory provision, or
b.
a formal requirement precludes electronic transmission.

In het verkeer tussen burgers en bestuursorganen kan een bericht elektronisch worden verzonden, mits de bepalingen van deze afdeling in acht worden genomen.
2.
Het eerste lid geldt niet, indien:
a.
dit bij of krachtens wettelijk voorschrift is bepaald, of
b.
een vormvoorschrift zich tegen elektronische verzending verzet.
