general reception facilities are not available and/or adequate; and
the authorities do not provide for the reception.
Notwithstanding the aforementioned starting point, it may be established in a given case – after investigation – that adequate reception is available and can be realised.

De IND neemt aan dat het niet mogelijk is bescherming te verkrijgen van de autoriteiten en/of internationale organisaties, tenzij sprake is van evidente, concrete en individualiseerbare aanknopingspunten op basis waarvan kan worden aangenomen dat het verkrijgen van bescherming mogelijk is.
25.5.2 Binnenlands beschermingsalternatief in de zin van paragraaf C3/3.4.2 Vc (artikel 8 Kwalificatieverordening)
De IND neemt aan dat er voor de volgende groep geen binnenlands beschermingsalternatief aanwezig is:
LHBTIQ+.
Ook neemt de IND aan dat er voor de volgende groep geen binnenlands beschermingsalternatief aanwezig is, tenzij op grond van individuele omstandigheden geconcludeerd kan worden dat de vreemdeling zich elders in Nigeria kan vestigen:
(alleenstaande) (minderjarige) vrouwen zonder beschermend netwerk of beschermende familie die aannemelijk hebben gemaakt dat zij hebben te vrezen voor (seksuele) geweldpleging en/of genitale verminking.
25.6 Adequate opvang alleenstaande minderjarige vreemdelingen
De IND beoordeelt aan de hand van paragraaf B8/6 Vc of adequate opvang voor amv’s aanwezig is.
Voor Nigeria geldt in zijn algemeenheid dat:
algemene opvangvoorzieningen niet beschikbaar en/of toereikend zijn; en
de autoriteiten geen zorg dragen voor de opvang.
Ondanks voornoemd uitgangspunt kan in een voorkomend geval – na onderzoek – worden vastgesteld dat adequate opvang beschikbaar is en kan worden gerealiseerd.
