The Provincial Executive may, with due observance of the limits of Article 2.3, paragraph 2, adopt a preparatory decision for a location with a view to the preparation of rules to be laid down in the environmental ordinance.
The preparatory decision amends the environmental ordinance with preliminary protection rules.
Article 4.14, paragraphs 3 and 4, shall apply mutatis mutandis, whereby in Article 4.14, paragraph 3, points (a) and (d), and paragraph 4, the term "omgevingsplan" shall in each case be read as "omgevingsverordening".
The Provincial States may delegate the authority referred to in the first paragraph to the Provincial Executive.
Provinciale staten kunnen, met inachtneming van de grenzen van artikel 2.3, tweede lid, voor een locatie een voorbereidingsbesluit nemen met het oog op de voorbereiding van in de omgevingsverordening te stellen regels.
Het voorbereidingsbesluit wijzigt de omgevingsverordening met voorbeschermingsregels.
Artikel 4.14, derde en vierde lid, is van overeenkomstige toepassing, waarbij in artikel 4.14, derde lid, onder a en d, en vierde lid, in plaats van «omgevingsplan» steeds «omgevingsverordening» wordt gelezen.
Provinciale staten kunnen de bevoegdheid, bedoeld in het eerste lid, delegeren aan gedeputeerde staten.
