Rules may be established by Order in Council regarding:
making the results of the monitoring referred to in Article 20.1, or data as referred to in Article 20.6, available to the public,
the manner of active provision of information if it appears from the monitoring that it is plausible that an environmental value or other parameter is not being met or will not be met.
The rules also serve to ensure that the results and data referred to in the first paragraph, under (a), are made available as much as possible by electronic means, in an open and machine-readable format, together with the metadata. The format and the metadata shall, as far as possible, comply with formal open standards, in accordance with Article 5(1) of the Directive on the re-use of public sector information.
Further rules containing technical implementation or administrative provisions may be established by ministerial regulation.
Bij algemene maatregel van bestuur kunnen regels worden gesteld over:
het aan het publiek ter beschikking stellen van de resultaten van de monitoring, bedoeld in artikel 20.1, of van gegevens als bedoeld in artikel 20.6,
de wijze van actieve verstrekking van informatie als uit de monitoring blijkt dat aannemelijk is dat niet wordt voldaan of niet zal worden voldaan aan een omgevingswaarde of andere parameter.
De regels strekken er mede toe dat de resultaten en gegevens, bedoeld in het eerste lid, onder a, zoveel mogelijk beschikbaar worden gesteld langs elektronische weg, in een open en machinaal leesbaar formaat, samen met de metadata. Het formaat en de metadata voldoen voor zover mogelijk aan formele open standaarden, overeenkomstig artikel 5, eerste lid, van de richtlijn hergebruik van overheidsinformatie.
Bij ministeriële regeling kunnen nadere regels worden gesteld die uitvoeringstechnische of administratieve voorschriften bevatten.
