The competent authority shall not adopt a decision if the environmental impact report cannot reasonably be used as a basis for the project.

Article 16.5 does not apply to the first paragraph.

Het bevoegd gezag stelt een besluit niet vast als het milieueffectrapport redelijkerwijs niet aan het project ten grondslag kan worden gelegd.

Artikel 16.5 is niet van toepassing op het eerste lid.
