Article 32

1.
The jurisdiction of the Court shall extend to all matters concerning the interpretation and application of the Convention and the Protocols thereto which are referred to it as provided in Articles 33, 34, 46 and 47.
2.
In the event of a dispute regarding the question of whether the Court has jurisdiction, the Court shall decide.

De rechtsmacht van het Hof strekt zich uit tot alle kwesties met betrekking tot de interpretatie en de toepassing van het Verdrag en de Protocollen daarbij die aan het Hof worden voorgelegd zoals bepaald in de artikelen 33, 34, 46 en 47.
2.
In geval van een meningsverschil met betrekking tot de vraag of het Hof rechtsmacht heeft, beslist het Hof.
