The mayor shall examine the residence status of the petitioner and of the persons for whom a joint grant is requested. If necessary, he shall refer the petitioner to the authorities competent for that purpose for a proof of admission.

He shall inform the petitioner of the manner in which Our Minister assesses whether serious suspicions exist as referred to in Article 9, paragraph 1, opening words and under (a), of the Kingdom Act towards the petitioner or the minors who have been named in the naturalisation petition for the concurrent grant of Netherlands citizenship, if they are older than sixteen years.

He shall likewise examine whether these persons satisfy the other conditions set for their naturalisation.

In the cases referred to in Article 12 of the Kingdom Act, the mayor shall consult with the petitioner regarding the determination and the spelling of the surname and the first name or first names of the petitioner, as well as of the persons for whom co-naturalisation has been requested, and regarding the characters customary in the Kingdom into which the names of the petitioner and of the persons for whom co-naturalisation is requested shall be transcribed. He shall, if necessary, request the consent of the petitioner for a change of the name.

The Mayor shall, upon their request, provide the other persons mentioned in the petition who have reached the age of twelve, as well as the legal representative and the other parent of these persons as referred to in Article 2, paragraph 4 of the Kingdom Act, with the opportunity to make known their views concerning the naturalisation as well as the change of name and the determination of the name.

After the mayor has performed the acts referred to in the preceding articles of this paragraph, he shall issue an advisory opinion to Our Minister regarding the petition for naturalisation and any determination of name and change of name.

De burgemeester onderzoekt de verblijfsrechtelijke status van de verzoeker en de personen om wier medeverlening wordt verzocht. Zo nodig verwijst hij de verzoeker voor een bewijs van toelating naar de daartoe bevoegde instanties.

Hij informeert de verzoeker over de wijze waarop Onze Minister toetst of ernstige vermoedens bestaan als bedoeld in artikel 9, eerste lid, aanhef en onder a, van de Rijkswet jegens de verzoeker of de minderjarige personen die tot medeverlening van het Nederlanderschap in het naturalisatieverzoek zijn genoemd, indien zij ouder zijn dan zestien jaar.

Hij onderzoekt eveneens of deze personen aan de overige voor hun naturalisatie gestelde voorwaarden voldoen.

In de gevallen bedoeld in artikel 12 van de Rijkswet overlegt de burgemeester met de verzoeker over de vaststelling en de spelling van de geslachtsnaam en voornaam of voornamen van de verzoeker alsmede van de personen om wier medeverlening is verzocht, en over de in het Koninkrijk gebruikelijke lettertekens waarin de namen van de verzoeker en van de personen om wier medeverlening wordt verzocht, zullen worden overgebracht. Hij vraagt, zo nodig, de toestemming van de verzoeker tot wijziging van de naam.

De burgemeester stelt de andere in het verzoek genoemde personen, die de leeftijd van twaalf jaar hebben bereikt, alsook de wettelijke vertegenwoordiger en de in het vierde lid van artikel 2 van de Rijkswet bedoelde andere ouder van deze personen op hun verzoek in de gelegenheid hun zienswijze inzake de naturalisatie alsook inzake de naamswijziging en naamsvaststelling kenbaar te maken.

Nadat de burgemeester de handelingen bedoeld in de voorgaande artikelen van deze paragraaf heeft verricht, brengt hij over het naturalisatieverzoek en de eventuele naamsvaststelling en naamswijziging advies uit aan Onze Minister.
