Article 38
in forceCountries of the Union which have not ratified or acceded to this Act and which are not bound by Articles 22 to 26 of the Stockholm Act of this Convention may, until April 26, 1975, exercise, if they so desire, the rights provided under the said Articles as if they were bound by them. Any country desiring to exercise such rights shall give written notification to this effect to the Director General; this notification shall be effective on the date of its receipt. Such countries shall be deemed to be members of the Assembly until the said date.
As long as all the countries of the Union have not become Members of the Organization, the International Bureau of the Organization shall also function as the Bureau of the Union, and the Director General as the Director of the said Bureau.
Once all the countries of the Union have become Members of the Organization, the rights, obligations, and property, of the Bureau of the Union shall devolve on the International Bureau of the Organization.
De landen van de Unie die deze Akte niet hebben bekrachtigd of daartoe niet zijn toegetreden en die niet zijn gebonden door de artikelen 22 tot en met 26 van de Akte van Stockholm kunnen, indien zij dit wensen, tot 26 april 1975 de rechten uitoefenen bedoeld in genoemde artikelen, alsof zij door deze artikelen waren gebonden. Elk land dat deze rechten wenst uit te oefenen richt tot dit doel een schriftelijke kennisgeving aan de Directeur-Generaal, waarvan de rechtsgevolgen ingaan op de datum van ontvangst. Zodanige landen worden geacht lid te zijn van de Algemene Vergadering tot genoemde datum.
Zolang niet alle landen van de Unie lid van de Organisatie zijn geworden treedt het Internationale Bureau van de Organisatie tevens op als Bureau van de Unie en de Directeur-Generaal als Directeur van dit Bureau.
Wanneer alle landen van de Unie lid van de Organisatie zijn geworden gaan de rechten, verplichtingen en goederen van het Bureau van de Unie over op het Internationale Bureau van de Organisatie.
