In all cases before a Chamber or the Grand Chamber, a High Contracting Party one of whose nationals is an applicant shall have the right to submit written comments and to take part in hearings.
The President of the Court may, in the interest of the proper administration of justice, invite any High Contracting Party which is not a party to the proceedings or any interested person who is not the petitioner to submit written observations or to take part in hearings.
In all cases pending before a Chamber or the Grand Chamber, the Council of Europe Commissioner for Human Rights may submit written observations and take part in hearings.
In alle zaken die voor een Kamer of de Grote Kamer aanhangig zijn, heeft een Hoge Verdragsluitende Partij waarvan een onderdaan verzoeker is het recht schriftelijke conclusies in te dienen en aan zittingen deel te nemen.
De President van het Hof kan, in het belang van een goede rechtsbedeling, elke Hoge Verdragsluitende Partij die geen partij bij de procedure is of elke belanghebbende die niet de verzoeker is, uitnodigen schriftelijke conclusies in te dienen of aan zittingen deel te nemen.
In alle zaken die voor een Kamer of de Grote Kamer aanhangig zijn, kan de Commissaris voor de Mensenrechten van de Raad van Europa schriftelijke conclusies indienen en aan hoorzittingen deelnemen.
